The fan switch meets the manufacturer's specification, when the temperature increases then the resistance will drop.

This is temperature switch, not a thermistor.
Explain the internal operation and why your resistance changes?
When the temperature increases, the bimetallic strip inside the thermo switch will close to the contact point. When the bimetallic strip completely touch to contact point, allow the current flow through it and switch on the fan.
On the Toyota fan switch that you tested it is closed when the coolant is cold and then opens circuit when the temperature reaches about 90 degrees
